Under the OBO’s Construction Security Monitoring (CSM) program, IDS provides site security personnel (SSP) support services at various domestic and overseas facilities to detect unauthorized access to internal controlled areas, to deter the introduction of unauthorized materials to the site, to surveil the activities of un-cleared construction workers, to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed or its surroundings, and to provide escort and associated security duties to ensure the integrity of construction cargo while in transit.
DoS’s contractor of choice, since 2004, IDS provides infrastructure protection services on select overseas construction sites and storage areas, as well as domestic transit points. IDS has performed on over 100 tasks orders under this global program, with over 150 personnel currently deployed. Our DoS and DoD projects span five continents and 25 countries. AORs include EUCOM, CENTCOM, AFRICOM, PACOM, SOUTHCOM, and NORTHCOM.
Through the CSM program, IDS is assisting the DoS:
- Directorate of Program Development, Coordination and Support, Office of Special Projects Coordination – This office develops and implements the CSM Program at select DoS overseas facilities with unique security requirements. IDS provides SSP to assist the SPC in accomplishing its mission of ensuring the security integrity of select overseas construction sites and storage areas, and domestic transit points.
- Directorate of Construction, Facilities and Security Management, Office of Security Management – This office develops and implements the CSM Program at the DoS. IDS provides SSP to assist the Office of Security Management (SM) in accomplishing its mission of ensuring the security integrity of domestic and overseas construction sites and storage areas.
We accomplish our work on the above projects through five types of SSP:
- Cleared American Guards (CAG)
- Construction Surveillance Technicians
- Team Leaders
- Assistant Team Leaders
- Site Security Coordinators
Our SSPs control all secure storage areas. In addition, we staff a central post 24 hours per day, 7 days per week. We establish access control posts at locations the site security manager (SSM) designates to control access to the construction site, internal secure areas, and secure storage access.
We ensure that all people, packages, bags, boxes, crates, vehicles, or other means of introducing material onto the construction site or into the secure areas, are inspected for questionable or prohibited items. Means of inspection include, but are not limited to metal detectors, explosive trace detectors, x-ray machines, and visual examinations. We also surveil the perimeter and internal secure areas through government-furnished, closed circuit television (CCTV) systems and other intrusion detection systems. Staff monitors these systems 24/7 from an access control facility unless otherwise directed by the SSM.
